asked Minister for Finance when a refund of health contributions will be made to an employee of the Office of Public Works (details supplied), national monuments section, Trim, County Meath, in respect of the years 1976 to 1982 during which he was the holder of a medical card.

The only medical card furnished to the Commissioners of the Public Works by the employee named in the question was one which was valid from November 1982. Accordingly all health contributions deducted from the employee's wages between November 1982 and January 1984 were refunded to him in January 1984.

As the employee did not furnish medical cards for any period of his employment prior to November 1982 health contributions were correctly deducted from his wages. The onus is on an employee who holds a medical card to notify the commissioners of that fact during the currency of the card. It is not the practice to refund correctly made deductions on production by an employee of an expired medical card.
