asked the Minister for Education the reason the KLEAR literacy scheme based in St. Mary's school, Kilbarrack, and operating since October 1984 has received no funding this year from the Dublin city VEC.

The position at the time of KLEAR's application for funding to the City of Dublin VEC was that adult education activities as a whole were required to be self-financing. The application of that policy did not enable CDVEC to respond to KLEAR's application with direct financial assistance. The VEC do, however, provide the rental for the premises used by KLEAR for adult education activities, including adult literacy.

Since, from 1985 onwards, the provision of courses in literacy is not required to be self-financing, the question of making funding available to KLEAR would be a matter for decision by the City of Dublin VEC in the light of the resources available to the VEC in that regard.
