asked the Minister for the Environment if he will consider reviewing the relevant situation to exempt tenant purchasers of local authority houses from the legal obligation to have clear title freeholds on their houses vis-à-vis the ground rent before purchases can be made so that they will not be held up in the purchase of their houses because of the local authority trying to obtain the necessary ground rent purchase.

I am aware that a few local authorities are experiencing difficulties in acquiring the fee simple title to particular lands on which they have provided dwellings. I am not satisfied, however, that the situation is such as to require amendment of the relevant provisions of the Landlord and Tenant (Ground Rents) (No. 2) Act, 1978.
