asked the Minister for the Environment the reason persons who will be in the Six Counties on 20 June 1985 and qualify for a postal vote will not, though they requested it, have the ballot paper sent to them by post on the grounds that they are in the Six Counties.

The regulations governing postal voting provide that a person may be registered as a postal voter if he satisfies the returning officer that he will be unable, or is likely to be unable, to vote in person by reason of: (a) the circumstances of his occupation, service or employment; or (b) his physical illness or physical disability.

There is no provision for a postal vote on the grounds of change of address.

It is a matter for the returning officer to decide on each application on its merits within the regulations, and I have no function in this matter. There is no provision in the regulations to the issue of ballot papers to addresses outside the State.
