Written Answers. - Grant and Mortgage Subsidy Payments.

(Limerick West) asked the Minister for the Environment when a certificate of approval will be issued in respect of a person (details supplied) in County Limerick who has applied for a house improvement grant.

The application in this case was in respect of the carrying out of necessary repairs to the basic fabric of the house and the certificate of approval has issued.

(Limerick West) asked the Minister for the Environment when a new house grant will be paid to a person (details supplied) in County Limerick.

There is no record in my Department of the receipt of a new house grant application from the person named. An application has, however, been received from a person with the same surname and address and the grant in that case will be paid shortly.

(Limerick West) asked the Minister for the Environment if an application for a house improvement grant is approved in respect of a person (details supplied) in County Limerick.

The application in this case was in respect of the carrying out of necessary repairs to the basic fabric of the house and the certificate of approval has issued.

asked the Minister for the Environment if he will reconsider his decision in regard to an application for a £1,000 grant made by a person (details supplied) in County Galway.

This application for a new house grant was refused in November 1984 because the floor area of the house was in excess of the maximum allowable for grant purposes that is 125 sq. m. (1,346 sq. ft.). The proposals to reduce the floor area have now been examined by my Department's inspector but the proposed floor area is still in excess of the maximum allowable. Accordingly, the decision to reject the application must stand.

asked the Minister for the Environment if grant approval has issued to a person (details supplied) in County Galway; and, if not, if he will arrange for the issue of approval as soon as possible.

There is no record in my Department of the receipt of an application for a house improvement grant from the person named. However, there is an application from a person with the same name and from a broadly similar address. Grants for the installation of water and sewerage facilities and the building of a bathroom will be approved in this case on the receipt of evidence of planning permission which was requested on 2 September 1983. This evidence has again been requested from the applicant.

asked the Minister for the Environment the reasons a new house mortgage subsidy has not been paid to a person (details supplied) in County Galway; the total amount that will be paid; the date of payment; and if he will make a statement on the matter.

It is a condition of the mortgage subsidy scheme that payment of the first instalment will not be made until the new house grant has been paid. The grant in this case was paid on 23 April 1985 and payment of the first instalment of the subsidy amounting to £1,000 will be made shortly.

asked the Minister for the Environment when a new house grant and subsidy will be paid to a person (details supplied) in County Carlow.

A grant will be paid when an inspection establishes that the house is completed and occupied and that all conditions applying to the grant scheme have been complied with. The inspector has been asked to carry out the inspection as soon as possible. Payment of the subsidy cannot commence until the grant has been paid and the applicant submits the appropriate claim form duly completed and certified by the relevant lending agency.

asked the Minister for the Environment when a house improvement grant will be paid to a person (details supplied) in County Kilkenny; and the reason there has been such a long delay in having this grant paid.

There is no record in my Department of the receipt of an application from the person named. However, there is an application from a person with the same surname but a different christian name and from the same address. The position in this case is that this application was rejected because, contrary to the Housing Regulations, 1980 (as amended), notification of completion of work together with a claim for payment of the grant were not received in my Department by 30 June 1981.

asked the Minister for the Environment the conditions that are being violated by a person (details supplied) in County Kilkenny and that are disallowing him from consideration for a new house grant in view of the fact that the floor area of this house is within the specified limit; and if he will make a statement on the matter.

The attic in this house does not comply with the requirements set out in paragraph 6(b)(iii) of my Department's Memorandum H.A. 1. Attic spaces are regarded as undeveloped for grant purposes only if a minimum amount of work is carried out i.e. flooring for storage purposes and up to two windows to provide light and ventilation. In this case the attic space has three dormer windows and two gable windows and it must be regarded as developed. A new house grant cannot therefore be paid in this case as the floor area of the house, including the attic area, is in excess of the maximum allowable for grant purposes, i.e., 125 sq. m. (1,346 sq. ft.).
