Written Answers. - Tax Free Allowances.

asked the Minister for Finance if he will arrange to increase the tax free allowance of a person (details supplied) in County Kildare who is currently being taxed at the emergency rate and who is also anxious to obtain a refund of taxes paid.

I have been advised by the Revenue Commissioners that a certificate of tax free allowances for the current year, 1985-86, was issued to the taxpayer on 3 April 1985. The certificate includes all the allowances and reliefs to which the taxpayer is entitled and it has been confirmed by the employer that the certificate is being operated.

A review of the taxpayer's liability for the year 1984-85 has been carried out and an overpayment arose. A cheque in settlement of the refund due for that year will be issued to him as soon as possible.

asked the Minister for Finance when a new tax free allowance certificate will be given to a person (details supplied) in County Limerick granting him exemption from income tax for the year 1985-86.

I have been advised by the Revenue Commissioners that, on the basis of information recently supplied to the inspector of taxes, the taxpayer's income is below the appropriate exemption threshold and, accordingly, he will not be liable to tax for the current year, 1985-86. An exemption certificate will now be issued to the taxpayer, and when it is operated by the payer of his retirement pension, all the tax which has been deducted from the pension since 6 April 1985, will be refunded to the taxpayer.

asked the Minister for Finance the tax allowances for an adult person and a dependent child in 1955 and, on the basis of the 1955 figures if he will indicate what the child allowance should be in 1985; and if he has any proposals to review these tax allowances.

It is not clear what the Deputy's reference to what the child allowance "should be in 1985" means. The tax structure (including the allowances) is determined by a number of factors including for example the level of public expenditure. However, the table below showing what personal allowances would be in 1985-86 if they were indexed in line with the increase in the consumer price index between mid-February 1955 and mid-February 1985 may be of interest to the Deputy.

The usual practice is to review allowances in the annual budgetary context. These allowances were last reviewed as part of the preparation for the 1985 budget.
