asked the Minister for the Environment if he will comment on the situation where local bodies and health boards are required to adhere to the terms of the proposed building regulations whereas private concerns or individuals are not required to adhere to them.

In May 1984 I asked all those concerned to regard the proposed building regulations as having the force of law and to apply the standards in the regulations when designing and constructing buildings. This request applies equally to local authorities, health boards and private concerns and individuals but naturally I would expect public bodies to give a lead in meeting the requirements set out in the proposed regulations which, after all, represent good building practice.
