asked the Taoiseach the total cost of all press or other advertising in respect of the six positions as census liaison officers (details supplied); whether it would have been possible to fill these six positions from Manpower lists, without incurring this expense; and, if not, the reason.

The total cost of advertising the six liaison officer positions on the 1986 Census of Population was £2,862.03, including £535.18 VAT.

The Census of Population is probably the only Government activity which involves every household in the State in respect of one particular date and there is considerable interaction between the general public and the field force of about 3,400 enumerators. Since these enumerators will be somewhat removed from the immediate control of the CSO, the various supervisory grades are an absolutely vital link in the census organisational structure. It was decided to advertise the supervisory positions in order to attract applications from personnel of the highest possible calibre available.
