asked the Minister for Industry, Trade, Commerce and Tourism the input Ireland has into marine research in a European context; and if he will list our present and future priorities in our marine research programme.

Ireland is participating in EC programmes in marine research in the areas of coastal ecology, marine biomass and navigational aids. Participation in these programmes provides Irish scientists with access to Community wide co-operative R & D which facilitates transfer of technology to Irish participants. It provides access to European facilities and expertise and allows Irish scientists to participate in major experiments and programmes which it would not be possible otherwise to organise or fund. It also allows Ireland the opportunity to influence the direction of EC policy towards marine science and ensure that EC initiatives are of benefit in an Irish context.

Ireland has, for a number of years, urged the Commission to bring forward proposals for a full-scale comprehensive research action programme in the marine area. This is listed for inclusion in the new Community framework programme for research covering the years 1987 to 1991.

In addition to our involvement in Community programmes we are developing bilateral co-operation wherever possible. We have an exchange scheme with France which provides our scientists with access to facilities and expertise in France which are not currently available in Ireland. A co-operative programme in marine science and technology with the Federal Republic of Germany has been initiated and is in course of further elaboration.

My Department support marine research through the National Board for Science and Technology which partially fund the Shellfish Research Laboratory in Carna, County Galway, and support R & D in the higher education sector through their various grants schemes. The NBST, on my behalf, manage the State-owned research vessel the Lough Beltra.

Over the years a range of State bodies has become involved in various aspects of marine research. In order to ensure that the maximum benefit is derived from these programmes a working group is being set up under my Department to make recommendations as to the most appropriate structures for the future development of marine science and technology in this country.
