asked the Minister for the Environment if he will immediately appoint three inspectors to his Department's group water scheme section where a serious shortage of staff is causing a number of schemes to remain at a standstill for some time.

In accordance with my policy statement of 30 May 1985 on the reform of local government, I am at present examining the transfer of group water scheme functions to local authorities. In the meantime the group water scheme inspectorate is deployed so as to ensure that all schemes are dealt with as quickly as possible.
