It is the responsibility of harbour authorities to carry out studies and prepare development plans for their harbours. The functions of Kilrush Urban District Council in that regard in relation to Cappa pier will in the near future become the responsibility of the Shannon Ports Authority which, subject to the enactment of the necessary legislation I propose to establish.
