asked the Minister for Education the reason first year students in the colleges of education pay a higher fee than second or third year students as the administrative, maintenance and tuition costs would appear to be the same for all three years.

Paragraph 7.34 of the Government's plan, Building on Reality, 1985-1987 states that:

New students in primary teacher training colleges and colleges of home economics will be charged separately for tuition and accommodation and the Higher Education Grant Scheme will apply to them.

The implementation of this decision has meant that first year students in the colleges of education in the 1985-86 academic year pay a tuition fee and pay separate charges for other college facilities such as accommodation and meals. The second and third year students continue to pay a composite fee as applied when they entered college. As from the commencement of the 1987-88 academic year the new fee structure will apply to all students in these colleges.
