asked the Minister for Social Welfare the reason disability benefit has not been paid to a person (details supplied) in County Donegal since 3 January, 1986; and when he will be changed over to monthly certificates.

All benefit payable to the person concerned has been issued to 10 January 1986, the date of the latest medical certificate received. Arrangements are currently being made to have him examined by a medical referee of the Department and on receipt of the examination report consideration will be given to the issue of weekly payment on receipt of monthly medical evidence.

asked the Minister for Social Welfare when unemployment benefit will be paid to a person (details supplied) in County Donegal.

A claimant for unemployment benefit who is a landholder but does not satisfy the contribution conditions of having 78 paid contributions in a three year period is not entitled to unemployment benefit if the income from his holding exceeds £2 daily. The person concerned, who is a landholder, does not satisfy that contribution condition and inquiries have to be made to establish whether the profit from his holding exceeds £2 daily. His entitlement to unemployment benefit will be determined when the social welfare officer's investigations are completed.

asked the Minister for Social Welfare the reason a person (details supplied) in County Waterford has been approved for free telephone rental but continues to receive bills from Telecom Éireann.

The free telephone rental allowance applying in this case was terminated in November 1984 when the person concerned left the State. Following representations from the Deputy inquiries were made to establish if the qualifying conditions were again satisfied in her case. These inquiries were recently completed and the allowance is being restored with effect from 2 May 1985, the date she returned to the State. The appropriate credit will be allowed on her next telephone account.

asked the Minister for Social Welfare the reason a person (details supplied) in County Waterford had his unemployment benefit reduced from £72 to £41.30 despite the fact he was awarded a pension of only £16.60 from CIE.

The person concerned was in receipt of unemployment benefit and pay-related benefit, amounting to £75.52 until 13 May 1985 when he exhausted his entitlement to benefit.

He applied for unemployment assistance on 14 May 1985 and was assessed with means of £16.60 weekly, derived from a pension. He is, accordingly entitled to unemployment assistance at £41.75 weekly, being the appropriate maximum rate payable in his case of £58.35 less means of £16.60.

The person concerned recently applied for a review of his means and the case has been referred to a social welfare officer for investigation. The rate of unemployment assistance payable will be reviewed in the light of the outcome.
