asked the Minister for Education the proposed time scale for the consideration of the Green Paper proposals; and the format envisaged for the legislation.

I have asked that submissions relating to the proposals in the Green Paper be submitted to my Department by 28 February 1986. When these submissions have been considered in the Department further meetings on the issues involved will be arranged. Thereafter the Government will consider the matter in the light of the views expressed and final decisions will be made. It is my intention to introduce legislation in the House before the end of the year to give legislative effect to the Government's decisions. At this stage, I would envisage the introduction of three separate Bills as follows: (1) to establish the local education councils; (2) to establish the Dublin Institute of Technology on a statutory basis; and (3) to provide a model scheme for the governance of the regional technical colleges which could then be applied to any RTC by order of the Minister.
