asked the Minister for Agriculture the reason for the inadequate assistance in proportion to loss, under the grain for rain scheme granted to a person (details supplied) in County Roscommon.

Eligibility for aid under the feed voucher scheme was assessed on the basis of the number of livestock and the amount of fodder on applicants' farms at the time of application. The entitlement of the person concerned to aid under the scheme was calculated on the basis of the information on livestock numbers and fodder stocks declared on his application form. The scheme was designed to provide assistance to farmers to enable them to purchase feed for their cattle over the winter and it was not intended to fully compensate for losses incurred as a result of the poor weather last summer and autumn.
