asked the Minister for the Environment if he has any plans or funds to help local authorities with provision and development of new refuse disposal sites, as outlined in page 29 of the North-Eastern Regional Development Organisation report.

The management of waste disposal operations in each area is the responsibility of the county council or county borough corporation concerned and decisions as to disposal sites and methods are a matter for these authorities. My Department have issued guidelines for the selection and design of disposal sites, as well as advice on technical aspects of the provision and operation of co-disposal sites. It is the intention to supplement this advice with detailed guidelines on the management and operation of such sites.

The public capital programme includes provision for loan capital for the acquisition and development of waste disposal sites by local authorities. In addition, capital grants of up to 50 per cent of costs are available for co-disposal site development intended to cater for regional or special industrial waste disposal requirements.
