Vol. 364 No. 7

Written Answers. - Consultancy Fees.

188.

asked the Minister for Labour the consultancy fees and other funds which were paid to a company, (details supplied) in Dublin 1 by AnCO since its foundation; and the persons to whom the fees were paid — specifying each case.

The company in question have been engaged by AnCO as an external training contractor on two occasions since 1984. Prior to 1984 this company was, I understand, trading under a different name and was contracted under that name by AnCO to provide three courses in 1983. It is not the policy of my Department to divulge details of the amount of fees paid by AnCO to individual consultants.

189.

asked the Minister for Labour the total amounts paid to outside consultants employed by Manpower, AnCO and the YEA for the year ending December, 1985; the number of consultancy firms involved; the number of courses organised by them; and the total number of trainees on these courses.

The total amount paid to outside consultants employed by the National Manpower Service, AnCO and the YEA for the year ending December 1985, was £10,737,349. This amount was made up as follows:

AnCO: External Trainers

£10,500,000

AnCO: Other Consultants

£39,349

YEA

£198,000

National Manpower Service

Nil

Total

£10,737,349

A total of 279 consultancy firms were employed by the three agencies in 1985. This figure was made up as follows:

AnCO: External Trainers

238

AnCO: Other Consultants

26

YEA

15

National Manpower Service

Footnote

AnCO "external trainers" consist of private sector firms and public sector bodies, such as Vocational Educational Committees, providing training courses for AnCO under contract.

AnCO "other consultants" refer to consultants employed by AnCO Head Office, mainly for the purposes of advising on administration and training programmes.

Figures in respect of AnCO training centres are not readily available and could not be provided in the time available. Expenditure would, however, be small.

The AnCO external training division organised 700 external training courses in 1985. Only one of the consultants employed by the YEA provided a training course. The balance of consultants employed by AnCO and the YEA provided non-training services. A total of 9,731 trainees were trained on AnCO external training courses in 1985. Twenty-eight persons participated in the training course run by a consultant for the YEA.
