asked the Taoiseach if he will give details of the expenditure of £33,000 on consultancy services in 1985; the names of the consultants employed; the number of consultants; the way in which they were recruited; and the number of tenders received for this work.

My Department's expenditure on consultancy services in 1985 was in fact £11,490.70 of which £4,000 was paid to Mr. G.A. Meagher, former Secretary of the Department of the Environment, in relation to consultancy work on the administration and development of the National Museum, and £7,490.70 was paid to Irish Marketing Surveys Limited as a final payment for a 1984 attitudinal survey of economic and social issues which was one of a series of such surveys initiated in 1980. Mr. Meagher was selected because of his specialised public administrative and cultural experience, and Irish Marketing Surveys were similarly selected for their expertise in their field. The remaining £21,509.30 in the subhead was used by virement at the end of the year to reduce excesses in other subheads of the veto.

asked the Minister of Energy the reason an increase of 10 per cent is being estimated for consultancy services in his Department for 1986; and the way in which the additional £84,000 will be spent.

The reason for the increase in the estimate for consultancy services in my Department is to provide for an anticipated increase in requirements in the area of petroleum exploration and natural gas development; it is expected that the increased expenditure will be used to provide expert technical advice and information in these areas.

asked the Minister for Energy if he will give details of the expenditure of £873,000 on consultancy services in 1985; the names of the consultants employed; the number of consultants; the way in which they were recruited; and the number of tenders received for this work.

The breakdown of expenditure by my Department for consultancy and legal services in 1985 is as follows: mining (£394,000), natural gas development (£243,000), petroleum exploration (£197,000), oil (£29,000) and miscellaneous (£10,000). Fifteen individual consultants plus 14 firms or organisations were employed by my Department in the course of the year. They were selected in 1985 or in earlier years from employment under contract or agreement for specific purposes in the following ways

— By request for tenders issued to suitably qualified firms with relevant Irish experience. These firms submitted proposals and costings and a choice was then made based on an evaluation of these proposals. The number of proposals received varied from case to case.

—In other instances relevant qualified people were obtained from State-sponsored bodies, such as the IIRS and the Industrial Credit Company, on a negotiated fee basis.

—Because many projects have a lifetime longer than one year consultants who were previously employed on these projects and who were found to be satisfactory were re-engaged.

— Very occasionally, when a specific immediate need has arisen, my Department negotiate directly with one firm whose particular expertise is required by the circumstances.

Bearing in mind the very sensitive security, strategic, and commercial considerations involved in relation to the resources in the care of my Department, I am satisfied that it would not be in the national interest to publish the names of consultants employed unless there were special reasons for doing so.

asked the Minister for Foreign Affairs if he will give details of the expenditure of £21,000 on consultancy services in 1985; the names of the consultants employed; the number of consultants; the way in which they were recurited; and the number of tenders received for this work.

Of the £21,000 spent on consultancy services in my Department in 1985, £17,712 (including 23 per cent VAT) represents the fee and £3,288 the expenses incurred on travel, subsistence and communications. These expenses are paid in accordance with normal Civil Service regulations. The only consultants employed by my Department are Power Public Relations. This firm was recruited on a contract basis, having been identified as the most suitable firm to carry out the work.

Most of the work was carried out by firms or other bodies for which details of the number of people employed on each assignment is not readily available.

Individuals or firms engaged in consultancy work are selected on the basis of suitability and proven experience. The number of submissions invited would vary from case to case and the total number received is not readily available.
