asked the Minister for the Environment whether he is satisfied that the terms of the scheme for home improvements for the elderly are sufficiently broad to cover all the necessary works needed by those eligible.

Yes, I am satisfied. This scheme is administered by a task force set up under the aegis of my Department and is operated locally by the health boards. It was introduced as a special measure to assist elderly persons living alone in unfit conditions who would not be in a position to carry out the necessary works themselves. The operation of the scheme is closely monitored and is regarded as satisfactory. While general guidelines have been laid down, health boards have been given considerable latitude in administering the scheme since they are considered to be in the best position to assess eligibility for assistance and determine priorities under the scheme.
