asked the Minister for the Environment if he has any plans to decentralise the processing of grants schemes to local authorities; if he will agree that this would give a better service to applicants; and if he will make a statement on the matter.

As outlined in the policy statement on the reform of local government issued on 30 May 1985, it has been decided by the Government that the administration of the grants schemes for new houses, house improvements, group water and sewerage schemes will be assigned from my Department to local authorities. It was also indicated in that statement that there would be full consultation with the staff interests in regard to the implementation of the devolution programme. Such consultation is in progress with a view to achieving early progress in the matter.

As regards the provision of a service to applicants, the aim of the devolution programme will be to integrate the operation of the schemes fully with the local authorities' own housing and sanitary services thereby bringing them closer to the people whom they are seeking to serve.
