asked the Minister for Agriculture if, in view of the fact that 25 per cent of small farmers are forced to have off-farm employment, he will abolish the income limit for agricultural grants.

It is not possible in the current difficult Exchequer situation to abolish the off-farm income limits applying for agricultural grants. The extra cost to the Exchequer of abolition of the off-farm income limit under the headage schemes in disadvantaged areas, for example, would be almost £6 million in a full year before EC recoupment.
