Mr. Cowen

asked the Minister for the Environment if he will consider allowing a person (details supplied) in County Offaly to apply for her driving licence now after having passed her driving test in Birr, County Offaly on 2 July 1984, and who inadvertently overlooked applying for her licence within 18 months of doing her test and passing it.

Under the Road Traffic (Licensing of Drivers) Regulations, 1964 to 1986, a certificate of competency ceases to be valid on the expiration of a period of 18 months after the date of issue unless, within that period, the holder produces such certificate to his local licensing authority with an application for a driving licence. I might add that the certificate of competency itself contains a note for the information of applicants of this statutory limitation.

As the period of validity of the certificate of competency issued to the person to whom the Deputy refers expired on 2 January 1986 she must obtain a new certificate of competency by successfully undergoing a further driving test before she can apply for a driving licence.
