asked the Minister for Finance the likely estimated cost to the Exchequer arising from tax relief on the new special VHI premiums to cover treatment at the New Mater Private Hospital and the Blackrock Private Clinic.

It is difficult to provide a reasonably firm estimate of the extra cost to the Exchequer in respect of the element in payments for insurance against expenses of illness which is attributable to the increased cost of cover for treatment at the locations mentioned. This is because it is not known how many taxpayers will avail of the increased cover and what their marginal tax rates are. However, it may be useful to give an indication of the rough orders of magnitude involved. On the assumption that some 20,000 subscribers were to move from existing VHI schemes to the new schemes D and E, then a broad estimate of the additional cost of the tax relief would be £3 million in a full year.
