Is it the intention of the Government to take before the summer recess the rather extraordinary legislation which was circulated this morning? The legislation to which I am referring proposes practically to abolish Dublin Corporation. When the Tánaiste is answering he might indicate if this precipitous move by the Government is in response to the refusal of the present Dublin Corporation to drive a six lane highway through the Liberties?

I will allow the question but I will not allow a discussion on it.

It is the intention of the Government to take the legislation this session.

Is the Tánaiste aware that this legislation proposes something quite fundamental and far reaching? Is he further aware that this is the sort of legislation which will take this House about six months to come to grips with?

I am not going to allow a debate on this.

We are not prepared even to tolerate such a concept.

I am ruling this out of order.

We are ruling this legislation out of order.

I ask your permission respectfully to raise on the Adjournment the question of the recognition by the Government of the Government of the Polisario Front in view of the plight of the Saharan people in their quest for self determination as per UN Resolution 104 which the Government have supported and Resolution of the 74th IPU Conference in Ottawa which the Irish delegation also supported.

I will communicate with Deputy Bell.
