asked the Minister for Foreign Affairs if he proposes to implement in whole or in part the scheme to beat emigration submitted by the Irish in Britain Representation Group.

The Irish Government share the concern of many responsible organisations at the recent rise in the number of young Irish people emigrating and is making every effort to ensure that there are enough job opportunities to provide employment for all those who wish to stay at home.

The Irish in Britain Representation Group have submitted their memorandum on emigration to me for examination. The Government will of course take careful note of all proposals on this subject including those from the Irish in Britain Representation Group. However, I should point out that some of the proposals contained in the submitted memorandum can automatically be ruled out, such as that proposing the withdrawal of security forces from the Border.

It has been the Government's policy to ensure that the special welfare needs of the Irish Community in Britain are adequately catered for. I believe our record in this area and our policy of consultation with representative leaders of the Irish Community in Britain is excellent and compares favourably with that of our predecessors.
