asked the Minister for Health if he is aware of the hardship created for many people as a result of the cumulative effect of the cutbacks over the last four years; and the plans he has to provide an adequate level of health service.

Overall non-capital expenditure will have increased by 29.7 per cent i.e. from £1,000 million to £1,297 million in the period from 1982 to end 1986. This compares with an increase of 29.13 per cent in the CPI in the period between mid-1982 and mid-1986. There is no evidence of any disimprovement in services during the period in question. While health agencies have effected economy measures in the interest of efficiency and while there has been a redeployment of resources away from institutional services, the basic fabric of the services has been, and will continue to be, maintained.
