Payment of a grant under the Farm Improvement Programme cannot be considered until the applicant:
(a) indicates whether a contractor was employed to carry out the work and, if so, supplies a statement from the contractor giving his full name, address and VAT registration number; and
(b) supplies evidence that farm accounts are being kept in the prescribed manner.
