In relation to 1987 decision on this question are matters for each elected council as part of the current local estimates process. The power to levy charges in a reserved function. It is proposed, at a later stage, in conjunction with measures for the reform of local finances that the question of the Local Government (Financial Provisions) (No. 2) Act, 1983, will be reviewed.
