asked the Minister for the Environment when a house improvement grant will be paid to persons (details supplied) in County Wexford as all the receipts and data requested have been submitted.

A grant cannot be approved in this case as a formal certificate of approval had not been issued by 27 March 1987 unless the applicant can establish that he had by that date entered into a legally binding and irrevocable commitment to purchase the house.

asked the Minister for the Environment the reason a house improvement grant which had been approved for a person (details supplied) in Dublin 9 is not now being paid.

The applicant, upon surrender of a house to the local authority, was paid a £5,000 grant for the house in respect of which the improvement grant is now sought. Accordingly, a house improvement grant for the carrying out of repairs to that house cannot be allowed as, contrary to a condition of the scheme, a period of seven years has not elapsed from the date of payment of the £5,000 surrender grant. The issue of approval of the house improvement grant at the time was based on the information on the application form which gave no indication that the applicant had previously been paid a grant in respect of the house.

asked the Minister for the Environment when a person (details supplied) in County Louth will receive payment for a mortgage subsidy which was due in June, 1986.

The first instalment of the mortgage subsidy will be paid within the next few weeks.

asked the Minister for the Environment if he will arrange a further house inspection for a person (details supplied) in County Louth and if he will arrange payment of a house improvement grant.

Grants amounting to £4,317 were approved in this case on 14 August 1986, as follows: water (£400), sewerage (£400) and pre-1940 dwelling (£3,517). A further inspection is being carried out within the next few weeks to establish the extent of the works which have to be carried out to comply with the conditions of the scheme.

asked the Minister for the Environment if he will arrange immediate payment of a house improvement grant to a person (details supplied) in County Louth.

It has been necessary to reject the application in this case as, contrary to a condition of the scheme, a period of seven years had not elapsed since payment of a reconstruction grant in September 1981. The issue of approval at the time was based on the information on the application form on which the applicant did not disclose the payment to him of a previous grant.

Applications for these grants are handled by the relevant local authority up to the stage of certification for payment. The appropriate certificates have not been received in my Department in these cases.

A mortgage subsidy cannot be paid in this case as, contrary to a condition of the scheme, the contract to purchase the house was not signed before the 1 October 1986.

There is no record of the receipt of an application for a house improvement grant from the person named.

There is no record of the receipt in my Department of an application for a house improvement grant from the person named at the address given. However, an application was received from a person with the same name and from a broadly similar address. In that case a final inspection is being arranged with a view to payment of the grant.

asked the Minister for the Environment when the second phase of a mortgage subsidy will be paid to persons (details supplied) in County Clare.

The second instalment of the mortgage subsidy was paid on 19 February 1987.

asked the Minister for the Environment when the third phase of a mortgage subsidy will be paid to persons (details supplied) in County Clare.

The grant was paid in 1984. The third instalment of the mortgage subsidy was paid on 18 February 1987.

asked the Minister for the Environment if he has received an application from Galway County Council for a capital allocation to provide extensions to council houses; and if a decision will be made in the near future.

An application was received last week in my Department from Galway County Council for funds under the remedial works scheme to provide bathrooms, toilet facilities and additional bedrooms in their cottages. Funds under this scheme are, however, reserved for remedying structural defects in groups of local authority houses and are not, accordingly, appropriate to the works proposed by the Council. However, finance is available from my Department by way of unsubsidised loans to enable authorities to carry out improvements such as those the Council are proposing. It is a matter for individual authorities to submit proposals for specific dwellings if they wish to avail of this assistance and any such application received from the Council will receive early attention.

asked the Minister for the Environment when a person (details supplied) in Dublin 11 will be paid a builder's grant of £2,250 for which he originally applied and received acknowledgement in January 1987, the application for which was since mislaid in his Department.

The file in this case has not been mislaid. A grant cannot be allowed as it was not approved by 27 March 1987 when the scheme was abolished unless the applicant can establish that he had, by that date, entered a legally binding and irrevocable commitment to purchase the house.

160.

asked the Minister for the Environment if a grant was paid to a person (details supplied) in respect of the installation of a fireplace; and if so, if he will indicate when the grant was paid and to whom; and if not if a reapplication will be considered as the fireplace has now been installed.

On 23 February 1987, a grant of £600 was paid to the local authority, who made the application in this case. The authority subsequently indicated to the Department that the grant was properly due to the person named and it has now been reissued to him.
