Vol. 372 No. 6

Written Answers. - Abduction of Irish Civilian.

42.

asked the Minister for Foreign Affairs if he has made any further contacts to establish the whereabouts of Brian Keenan and if he will make a statement on the matter.

Brian Keenan, a native of Belfast, has been missing in Beirut since 11 April 1986 when he failed to appear for classes at the American University. To date no group has claimed responsibility for his abduction.

During the past year, my Department has repeatedly been in contact with all parties that might be able to provide assistance in this case. In addition, we are in regular contact with Mr. Keenan's family in Belfast. The Ambassador in Baghdad, who is accredited to the Lebanon, recently visited Beirut, where he pursued our concerns in regard to Mr. Keenan in extensive discussions with representatives of the various groups in the city.

I am sure the Deputy will appreciate the confidential nature of our investigations. However, I can say that the Ambassador met members and officials of the Lebanese Government, a representative of the Syrian authorities and leaders of various Muslim groups while in Beirut. He also discussed Mr. Keenan's case with colleagues of the Twelve represented in Beirut.

Unfortunately, no new leads have emerged. However, none of those with whom the case was discussed had information which suggested that Mr. Keenan might not be alive. In addition, the Ambassador arranged for an appeal from the family to receive widespread press coverage and took part in a television interview in which he discussed the case.

The House can be assured that I have directed that this case receive the fullest attention possible and that further approaches to various contacts be actively pursued.
