asked the Minister for Finance if he will give details of all special/grade claims that (a) have been signed by the arbitrator and not paid; (b) are at arbitration stage but not signed; and (c) are committed by the Government under previous pay rounds.
Written Answers. - Special/Grade Claims.
The details requested at (a) and (b) of the Deputy's question are set out in the attached tables. With regard to (c) I would refer the Deputy to the budget speech of 31 March in which I informed the House of the Government's decisions affecting public service pay. In relation to special increases I stated that the Government had directed that as from 31 March 1987 no public service employers were to pay any special increases other than those already approved and for which provision is being made in the revised allocations for non-capital supply services. Similar restrictions are to apply to claims for improvements in conditions of employment. I met the Public Services Committee of ICTU on 8 April and at their request I undertook to have the position of outstanding claims and findings clarified in the light of the decisions announced in the budget. The information requested by the Deputy will not be available until this process of clarification has been completed.
(a) Special/grade claims where the finding has been issued by the Arbitrator but not paid.
