asked the Minister for Justice if he will arrange for a person (details supplied) who was sentenced to 18 months in Mountjoy Prison, but who was transferred to Spike Island while thinking he was being transferred to Shelton Abbey will be returned to a Dublin prison as his family are very concerned for his safety among prisoners as he receives psychiatric treatment, he is orphaned and his sister cannot visit him because of the cost of travel.

The Deputy will appreciate that the operational requirements of the prison system necessitate transfer of prisoners between institutions. The offender in question was committed to Mountjoy Prison on 23 March 1987 and transferred to Fort Mitchel two days later. I am not aware of any basis for the suggestion that the offender was under the impression that he was being transferred to the open prison at Shelton Abbey.

While I am not prepared to authorise the offender's transfer to another institution at this stage his case will be kept under review. I am satisfied that appropriate medical treatment is available to him.
