Ministerial approval, in principle, for limited changes in exchange controls was given in January last, though no firm list of changes was established. Approval was on the understanding that changes would not be implemented until there was firm evidence of a substantial reversal of the outflows which had taken place over the previous year.
I now propose to review the exchange control position myself to see what changes might appropriately be made. The position on the reflow of funds will of course be a significant factor in my review.
