asked the Minister for the Environment if he will outline the severance payments and redundancy compensation to which established and non established grades in the local authorities are entitled in the event of their becoming redundant; and if he will make a statement on the matter.

I take it that by the terms "established" and "non-established" the Deputy is referring to pensionable and non-pensionable grades.

As pensionable members of non-officer grades and non-pensionable persons employed by local authorities are insured for all benefits under the Social Welfare Acts, the Redundancy Payments Acts would apply to them. In addition, the superannuation provisions relating to payment of preserved pension and lump sum at age 60, or immediate return of superannuation contributions, as appropriate, would also apply to pensionable non-officer grades. The superannuation provisions governing the payment of gratuities would apply to non-pensionable persons.

While the Redundancy Payments Acts do not apply to pensionable officer grades in local authorities, I would refer the Deputy to the superannuation provisions which provide in certain circumstances for the immediate payment of pension and lump sum and for the grant of additions to service, where an officer is removed from office for a cause other than misconduct or unfitness or his office is abolished in accordance with the provisions of the Local Government Acts and relevant regulations.
