asked the Minister for the Environment the proposals, if any, he has to amend the regulations enabling housing authorities to accept assessment title from borrowers' solicitors.

Under the Housing Regulations, 1980, a housing authority must be satisfied that the title to a property offered as security for a loan is acceptable. There is nothing in the regulations which would prevent a housing authority from accepting certification of title from a borrower's solicitor, if they felt such a certificate was satisfactory. Local authorities have been instructed not to charge borrowers the costs of investigation of title by the authority.
