asked the Minister for Agriculture and Food the reason for the delay in transferring a milk quota in respect of a person (details supplied) in County Kerry who supplied milk in 1983 to a local cheese-making firm and to Kerry Co-operative Creameries, despite representations made by Deputy John O'Leary; and if he will make a statement on the matter.

The person indicated is a dual quota holder, i.e., he has been allocated a direct sales quota as well as a deliveries quota. Under the Community regulations the direct sales quota cannot be transferred on a permanent basis to Kerry Co-operative. However, the unused portion of the direct sales quota can be allocated to the co-operative on a year-to-year basis. Under this provision an annual quantity of approximately 12,000 gallons in respect of the direct sales quota in this case has been allocated to Kerry Co-operative in the first three years of the operation of the super-levy system.
