asked the Minister for Health the financial arrangements he has made in relation to the additional resources and services required pending the enactment of a Children Bill.

I presume that the Deputy is referring to the Bill which I propose to introduce to replace the Children (Care and Protection) Bill, 1985. Since the proposed Bill is not yet before the House, it would not be appropriate for me to comment on its possible financial or staffing implications.

I would point out, however, that in the 1987 letters of allocation to health boards, I directed that the child care services be protected from the effects of any necessary spending reductions and that expenditure be maintained at least at 1986 approved levels in real terms.
