asked the Minister for Foreign Affairs the plans, if any, there are to introduce any programme of sanctions against South Africa, in the light of that country's continuing policy of apartheid and the widespread abuses of human rights; if the Government will extend formal recognition to the African National Congress and invite them to open an office in Dublin; and if he will make a statement on the matter.

asked the Minister for Foreign Affairs if he will extend recognition to the important role of the African National Congress by meeting its president, Mr. Oliver Tambo, so as to restate Ireland's stand against apartheid and our commitment to the cause of self-determination for the people of South Africa; and if he will make a statement on the matter.

I propose to take Questions Nos. 13, 15 and 45 together.

As I stated in my reply of 24 March the Government will continue the policy of successive Governments in opposing apartheid and working for its speedy and peaceful abolition. This country has already introduced measures against South Africa including the restrictions on the import of South African agricultural produce in addition to our participation in the measures agreed upon by the Twelve member states of the Community. The Government will continue to work for the adoption of effective sanctions by the United Nations against South Africa and for the adoption of further common measures by the Twelve member states of the European Community.

The Government acknowledge the special status accorded to the ANC and the Pan African Congress by the United Nations and the Organisation of African Unity. However, it is normal practice for the Irish Government to recognise only States. The Government have no plans to ask the ANC to open an office in Dublin. ANC members have visited Ireland on a number of occasions and have been received appropriately. I will be happy to meet Mr. Oliver Tambo should he decide to visit Ireland.
