asked the Minister for Agriculture and Food the reason a cattle and a sheep headage grant under EC schemes cannot be paid to a person (details supplied) in County Kerry; the way in which the applicant must prove to his Department that his stock does not belong to his father whose only income is an old age non-contributory pension; and if he will make a statement on the matter.

At inspections in 1985 and 1986, the person named certified that the animals presented by him were the property of his father, who has the same name. No request has been received for the registration of the son as herdowner-flockowner.

asked the Minister for Agriculture and Food if he will arrange to have a grant under the farm modernisation scheme paid to a person (details supplied) in County Kilkenny where the work was completed in 1984; and if he will make a statement on the matter.

The local office of the Department has not yet been notifiued by the applicant that the project approved on 13 September 1983 has been completed. When notification is received, an inspection will be carried out with a view to payment of an appropriate grant, if everything is found to be in order.

asked the Minister for Agriculture and Food the reason for the delay in payment of a farm installation grant to a person (details supplied) in County Kerry who is fully qualified; and if he will make a statement on the matter.

An application under the scheme for installation aid for young farmers was received from the person mentioned prior to the termination of the scheme on 31 March 1987. The application is currently being investigated and, if the applicant is found to be eligible, payment will be made in due course.

47.

asked the Minister for Agriculture and Food if his attention has been drawn to the fact that his Department are withholding part payment under the cessation scheme; if he will immediately release such moneys, and if he will make a statement on the matter.

Payment of two thirds of the premium for the first stage of the cessation scheme is being made this year as the reimbursement from FEOGA funds will only cover this amount. If the balance were to be paid this year it would have to be financed from Exchequer funds and this is not possible because of the present budgetary constraints. However, on the basis that the necessary funds will be made available by FEOGA, the remaining one third of the premium together with the full premium for the second year of the scheme will be paid by June 1988.
