asked the Minister for Finance the total number of staff serving in each of the following areas of the public service on 21 July 1981; 23 December 1981; 31 December 1982; 31 December 1983; 31 December 1984; 31 December 1985; 31 December 1986 and 31 March 1987, (a) non-industrial civil servants, (b) industrial civil servants and (c) employees of each non-commercial State body under the aegis of his Department.

My answer deals with the entire non-industrial civil service. For other categories, my answer covers only those public servants for whom I have direct responsibility.
(a) The total numbers of non-industrial civil servants serving on the dates mentioned were: 21 July 1981, 32,996; 23 December 1981, 32,634; 31 December 1982, 32,126; 31 December 1983, 31,544; 31 December 1984, 30,659; 31 December 1985, 30,532; 31 December 1986, 30,489; 31 March 1987, 30,470.
(b) The Department of Finance have responsibility for the Office of Public Works. The numbers of permanent industrial civil servants employed by that office on the dates mentioned were: 21 July 1981, 2,753; 23 December 1981, 2,655; 31 December 1982, 2,636; 31 December 1983, 2,535; 31 December 1984, 2,317; 31 December 1985, 2,092; 31 December 1986, 1,982; 31 March 1987, 1,954.
(c) The non-commercial State bodies under the aegis of the Department of Finance are the Economic and Social Research Institute and the Institute of Public Administration. The numbers employed in those organisations were:
