asked the Minister for the Environment the plans, if any, he has to grant added years for superannuation purposes to rent and rate collectors in local authorities; if he will apply the recommendation under the C and A scheme as per Circular Letter S. 6/87; if his attention has been drawn to the distinct disadvantages suffered by this category of local authority workers; the response, if any, he has made to trade union submissions and discussions with his Department; and if he will make a statement on the matter.

The superannuation arrangements referred to by the Deputy provide for the grant of added years where the minimum entry age or the qualifications and/or experience specified for recruitment to certain professional, technical and specialist local authority posts would not allow a successful candidate to be appointed by age 25 and thereby acquire maximum reckonable service by age 65. Rent and rate collectors do not fall into this category and accordingly holders of such posts cannot benefit from the provisions of Circular Letter S. 6/87. My Department has not received any submissions from or had discussions with trade unions in regard to this matter.
