I will not be making the funding referred to available as (1) my Department never sanctioned the construction of a physical education hall at this school and (2) the situation in any event, under the Government's Programme for National Recovery, is that my Department is precluded from incurring additional expenditure on any new building starts at second-level schools for the remainder of 1987 or for 1988.
