asked the Minister for the Marine the reason for the delay in the implementation of the regulations for the free port, free zone area in Cork; and if he will make a statement on the matter.

A number of regulations and orders are necessary before a free port can be established.

I have already made the order bringing the Free Ports Act into operation from 1 July 1987 and regulations providing for customs control and to give effect to VAT concessions for the free port have also been made.

The order to establish the free port and define its boundaries is at an advanced stage of preparation. The question of the person or persons to be designated to control and manage the free port is under discussion with the various interests and I hope to make a decision shortly.
