Because of the restriction on the relevant capital allocation, which the Government consider necessary under its programme for national recovery, it is not possible for me to authorise expenditure commitments on the commencement of construction for this project, which it is estimated will cost £1.3 million, or on any other major building project, for the remainder of 1987 or of 1988.
