asked the Minister for Education the special measures, if any, which are being taken by her to ensure that the VECs have the resources available to carry out the mandate contained in the Programme for National Recovery, to assist and encourage participation of disadvantaged groups and working class children at all levels of education especially vocational training programmes courses, community education and adult literacy, as the VECs organise these courses and deal specfically with disadvantaged groups and working class children, and if she will make a statement on the matter.

In conveying their expenditure allocations to vocational education committees in 1987, my Department identified priority areas to be financed by the VECs, if necessary at the expense of other activities. I propose in relation to their 1988 allocation to again identify the areas to which priority should be given. In this context, my Department will have regard to relevant aspects of the Programme for National Recovery.
