asked the Minister for Education if her attention has been drawn to the fact that the rigid application of rule 88 in the case of national schools which are still growing rapidly in pupil numbers has caused serious disruption in a number of national schools, including the taking on of full time teaching duties by principal and remedial teachers, an increase in the number of multiple classes and an increase in class sizes to 50 pupils in certain cases; if, in view of these factors, she will ensure that the rule is applied on the same basis as in previous years; and if she will make a statement on the matter.

There has been no change in the procedures for the sanction of posts in newly recognised or newly organised schools.

My Department require that these schools apply for exemption from the normal provisions of Rule 88 of the rules for national schools and produce evidence warranting such exemption. All applications received are considered on their efforts.

Where difficulties arose this year, they were mainly due to school authorities appointing teachers without the prior sanction of my Department.
