asked the Minister for Agriculture and Food when a sheep subsidy payment under the lowland scheme will issue to a person (details supplied) in County Wexford.

Payment of ewe premium will be made shortly to the person named.

98.

asked the Minister for Agriculture and Food if he will arrange for immediate payment of a farm improvement grant to a person (details supplied) in County Galway.

The grant is being processed with a view to payment if everything is found to be in order. Due to existing budgetary constraints there is some delay in making grant payments.

asked the Minister for Agriculture and Food when payment of a ewe subsidy will be made to a person (details supplied) in County Cavan.

The person named does not qualify for a ewe premium grant because his application form was not received before the closing date and he does not qualify for sheep headage grant because he did not present any eligible hogget ewes for inspection.

asked the Minister for Agriculture and Food if he will make arrangements for payment of a grant under the farm modernisation scheme to a person (details supplied) in County Kilkenny, which has been due since May 1987.

A claim under the farm improvement programme for payment of a grant of £1,829 has been received and will be paid as soon as practicable. All claims under the programme are dealt with strictly in order of receipt. Due to existing budgetary constraints there is some delay in making grant payments.

asked the Minister for Agriculture and Food when a grant in respect of farm buildings will be paid to a person (details supplied) in County Kerry.

A claim under the farm improvement programme for payment of a grant of £2,687 has been received and will be paid as soon as practicable. All claims under the programme are dealt with strictly in order of receipt. Due to existing budgetary constraints there is some delay in making grant payments.

I propose to take Questions Nos. 102 and 103 together.

On 28 November 1986 an application for FEOGA grant-aid was received in respect of a proposal to construct a livestock mart at Clifden, County Galway. On 11 March 1987 this project was forwarded for consideration to the EC Commission with a certificate that national enabling grant-aid to a maximum of £59,767 had been approved.

On 22 May 1987 an application for FEOGA grant-aid was received in respect of a proposal to construct a livestock mart at Maam Cross, County Galway. On 14 July 1987 this project was forwarded for consideration to the EC Commission with a certificate that national enabling grant-aid to a maximum of £27,912 had been approved.

All available relevant factors are considered before submitting any application for FEOGA aid to the EC Commission. In the case of applications in the livestock marts sector, the principal factors include evaluation of the benefits to the primary producer, the prospects of viability of the project, the proximity of existing marts and the density and distribution of the livestock population in the catchment area.
