asked the Minister for the Environment his views on a report (details supplied) to the effect that his proposals currently being proposed at EC level would have disastrous effect for a company (details supplied).

My proposals in relation to beer cans are designed to give effect to one element of the national programme for implementation of EC Directive 85/339 EC. This programme was formulated in consultation with trade interests concerned and took full account of the prevailing levels of industrial activity in the various beverage sectors and the extent to which particular forms of containers are used. The Irish beer market is almost totally dictated by consumer demand for either draught or bottled beer. Cans account for little more than 1 per cent of the market which can function effectively without reliance on canned beer. The market for soft drinks is radically different and cans account for about 20 per cent of the trade. Accordingly, I have no proposals to prohibit the use of cans for soft drinks. In addition, I understand that the product manufactured by the firm referred to is for export markets which will not be affected by my proposals.
