Written Answers. - Diplomatic Representation.
Membership of the international community at present includes more than 160 states. Of this number, Ireland maintains diplomatic relations, either on a resident or non-resident basis, with 66 states. Resident embassies, normally headed by ambassadors, are at present maintained in 29 countries. In the case of the remaining 37 countries with which Ireland maintains diplomatic relations, these relations are conducted by means of the concurrent accreditation of ambassadors from elsewhere to the countries concerned.
The 66 countries with which Ireland maintains diplomatic relations are listed in annex I.
In addition, Ireland maintains permanent representations or missions to a number of international organisations. These are the European Community in Brussels and the United Nations in New York and Geneva. Ireland also maintains, through the embassy in Paris, permanent delegations to the Organisation for Economic Co-operation and Development (OECD) and the United Nations Educational, Scientific and Cultural Organisation (UNESCO). A non-resident permanent representative is accredited to the Council of Europe in Strasbourg.
Ireland, in conjunction with its Bilateral Aid Programme, at present maintains development co-operation offices in Lesotho (classified as a consulate general), Sudan, Tanzania and Zambia.
Consulates-general (in the charge of career officers) are maintained in New York, Chicago, Boston and San Francisco.
Ireland has consulates in 34 countries, staffed by honorary consuls or honorary consuls general providing consular services in 40 cities. A list of these offices is given in annex 2.
