asked the Minister for the Environment if he intends to abolish urban councils throughout the country under the new local government reform; and if he will make a statement on the matter.

Decisions have not yet been taken on the contents of the local government reform package. Following consultations with the various interests involved I am at present finalising a package of measures aimed at creating a more effective local government system. Details of this programme will be announced as soon as possible.
